Dredge is a two-time winner on the European Tour, while Whiteford is searching for his first tour victory at Golfclub Munchen Nord-Eichenried.
Chapchai Nirat carded a seven-under 65 and was joined in third place by Phillip Price, Jeppe Huldahl and Ariel Canete.
World No. 8 Paul Casey opened with a four-under 68 and is tied 17th.
Ernie Els, the top-ranked player in the field at World No. 6, European Ryder Cup captain Colin Montgomerie and former European Ryder Cup captain Bernhard Langer are among those tied for 44th at minus-two.
Nick Faldo, who is competing for the first time since the Senior British Open last summer, struggled to a four-over 76 and is tied for 144th.
Dredge opened his round with a birdie on the first. After four straight pars, he dropped in his second birdie effort on No. 6. He came right back with a birdie on the seventh.
The Welshman jumped to five-under with an eagle on the par-five 11th, then parred his next four holes.
Dredge caught fire to close out his round. He converted a birdie effort on the par-four 16th and made it two in a row with a birdie on 17. Dredge was not done either. He birdied the last to cap a round of 64.
"There was virtually no wind and I think it's the easiest I've played the course," said Dredge. "I'm surprised there are not more low scores. You always need a bit of luck. I hit some poor shots, but managed to get away with them. I do feel my game is getting back together and it is a matter of consistency at the moment."
Whiteford spread his birdies out over both nines. He started on back nine and posted his first birdie on the 11th. Three holes later, Whiteford rolled his second birdie of the day.
The 29-year-old Challenge Tour graduate turned in three-under after a birdie on the 18th. Around the turn, he birdied two and four to move to minus-five.
Whiteford converted a six-foot eagle putt on the par-five sixth to get within one of the lead. He parred the next two holes before closing with a birdie on the ninth to end alongside Dredge.
"It sounds stupid because I shot eight-under, but I didn't really feel like I was swinging it that great," Whiteford admitted. "I got the ball around the golf course really, really well. I basically birdied the birdie holes I guess."
Peter Lawrie and Pablo Larrazabal share seventh place at six-under 66.
NOTES: Sergio Garcia, who is playing this event for the first time since 2004, faltered to a five-over 77...Defending champion Nick Dougherty posted a two- over 74 and is tied for 127th.

Pittsburgh earned their passage to the big game by beating their division rival, the Baltimore Ravens, 23-14 in yesterday's AFC Championship Game. The Cardinals, by far the playoff team with the longest odds to reach Super Bowl XLIII, did so yesterday with a 32-25 upset of the Philadelphia Eagles in the NFC Championship. Arizona charged out of the gates and built a 24-6 halftime lead that had the Eagles venerable defense reeling. Quarterback Kurt Warner and wide receiver Larry Fitzgerald did most of the damage, connecting on three first half touchdowns.
Arizona, however, could not sustain their momentum and the Eagles took a 25-24 with 10:45 left to play in the fourth. The Cardinals, with the franchise's first Super Bowl appearance hanging in the balance, mounted a fourteen play, 72 yard touchdown drive that consumed 7:52 off the clock. Warner hit running back Tim Hightower on a short screen for the go-ahead, game clinching score that will forever live in Cardinal infamy.
